Interpreting the Constitution
Being the world's youngest democracy with the least experience as a democracy, and having not a single constitutional lawyer, the immediate challenge facing Bhutan is in accurately interpreting the new constitution. The Supreme Court, which is slated to do the job of interpreting the constitution is not in place either.
Several contentious issues have already arisen between the ruling government, the Opposition and the National Council. One issue that has had all parties riled up was the plan to introduce the Constituency Development Grant for Members of Parliament to use in their respective constituencies.
